‘유엔사는 가짜, 미군 도용 막아라’

“유엔은 미군의 ‘유엔사’ 도용(盜用)을 즉각 중단시켜라!”

 

국내외 평화단체들이 안토니오 구테헤스 유엔 사무총장 앞으로 미군의 ‘유엔사령부’ 도용문제를 항의하고 이의 시정을 촉구하는 공개서한을 발송했다.

 

지난달 30일 발송된 서한은 국제민주법률가협회(International Association of Democratic Lawyers 국제민변)과 로스앤젤레스 풀뿌리통일단체 AOK 등 국내외 46개 평화단체가 연명했다. 국내외 평화단체들이 함께 유엔사 문제를 공론화한 것은 이번이 처음 있는 일이다.

 

유엔 사무총장에게 보내는 서한에는 미군사령부가 일방적으로 '유엔'의 깃발을 사용하며 유엔사 행세를 하는 것이 명백히 잘못되었으며 이를 시정(是正)하라는 요구가 담겨 있다.

 

서한은 ”1950년 한국전쟁 당시 만들어진 주한유엔군사령부(‘유엔사’)는 미국이 유엔안보리의 결의를 왜곡해 만들어진 ‘위장’ 기관이라고 지적했다. 이어 ”유엔 안보리의 유엔기 사용승인 역시 유엔깃발법을 위반하였다. 한국과 국제 평화단체들은 유엔 산하 공식기구도 아닌 소위 ‘유엔사’가 유엔 깃발을 사용하고 있는 것은 불법이며 유엔기 사용승인권을 가진 유엔사무총장이 이를 금지시켜야 한다“고 요구했다. 유엔깃발법에 따르면 유엔깃발 사용승인권한은 유엔 사무총장에게 있다.

그러나 미국은 국제사회와 유엔헌장, 유엔깃발법, 유엔총회, 유엔사무총장의 입장을 무시하면서 지금까지 유엔깃발을 사용해오고 있다. 이에 국제 평화단체들은 유엔사무총장이 자신의 권한을 행사해 ‘유엔사’의 유엔깃발 사용을 금지시키는 실질적 조치를 취할 것을 촉구하는 질의서를 보내게 된 것이다. 

 

 

국제민변의 회장 진 마이어 변호사는 “미국이 그동안 유엔의 이름을 도용하며 유엔의 군대인 것처럼 위장해 온 것은 유엔의 평화 정신을 심각히 위배하는 행위”라고 지적했다.

 

AOK의 정연진 상임대표는 “1970년대부터 이미 유엔 회원국들은 ‘유엔사’ 해체와 유엔기사용 중지를 요구해왔다”면서 “1975년에는 유엔총회에서 ‘유엔사’ 해체까지 결의한 바 있다. 부로스 갈리 전 유엔 사무총장이 1993년에는 자신이 유엔 깃발의 사용을 승인한 적이 없다고 밝혔고, 1994년에는 공개답변을 통해 ‘유엔사’가 유엔 산하의 기관이 아니라고까지 했다”고 강조했다.

 

한국의 대표적인 민간 평화단체들은 이번 유엔 총회기간 동안 KIPF(Korea International Peace Forum 코리아국제평화포럼)을 중심으로 6개 단체로 구성된 평화사절단을 구성하고 뉴욕을 방문하여 국제사회에 코리아 평화 이슈를 알리는 일에 나섰다.

 

대표단의 류경완 단장은 “소위 ‘유엔사’ 문제가 한국 국민들의 주요 관심사로 떠오르고 있다”면서, “특히 ‘유엔사’는 4.27 판문점 정상회담 이후 남북교류를 가로 막는 최대 걸림돌이 되고 있다. 온 국민의 기대와 염원을 모았던 남북철도-도로 잇기 사업도 ‘유엔사’가 방해했다”고 비판했다.

 

‘유엔사’ 문제는 최근에는 2020년 전작권 반환 문제와도 연관되어 국내에서 쟁점으로 부각되고 있다.

 

국제평화단체들은 유엔의 법과 권위, 질서를 훼손하고 있는 ‘유엔사’ 문제를 비롯해 각종 현안들에 대해 유엔 회원국들의 관심과 참여를 호소하고 있다. 구테레스 사무총장에게 공개 질의서를 보내는 것을 시작으로 한국전쟁이후 한국과 일본에 주둔해온 ‘유엔사’가 미국의 위장술이라는 것을 밝히고 이의 시정을 촉구하는 국제적 활동을 지속적으로 전개할 계획이다.

Korean and International Peace Organizations Demand,

“’UN Command’ Stop Using the UN Flag ”

(New York, New York Oct. 1st) More than 40 Korean as well as international peace organizations have sent a letter to UN Secretary-General indicating that the use of the UN flag by the so-called “United Nations Command” based in South Korea and Japan is not appropriate, and the related press conference is scheduled at 1 pm, Tues, Oct 1stat Church Center of UN (777 UN Plaza Suite 7C, NY, NY 10017)

The so-called “UN Command” based in Korea since the Korean War which started in 1950 is a ‘camouflage’ organization made by the United States by distorting the resolutions of UN Security Council. In addition, the right to authorize the use of the UN flag by the UN Security Council is also in violation of the UN Flag Code.

Korean as well as international peace organizations demand that UN Secretary-General should stop “UN Command”’s use of the UN flag, pointing out that it is unlawful that the UN flag is used by the so-called “UN Command” which is not an official entity of the United Nations(According to the United Nations Flag Code, the right to authorize the use of the UN flag depends on UN Secretary General.)

Since the 1970’s, UN member countries have demanded that the dissolution of “UN Command” and the termination of its use of the UN flag. In 1975, it was resolved in the UN General Assembly that the “UN Command” was to be dissolved. In 1993, the UN Secretary-General Boutros Boutros-Ghali stated that he did not authorize the use of the UN flag by the “UN Command,” and in 1994, he further clarified that “UN Command” is not an official entity of the United Nations.

However, the United States has ignored that position of the UN General Assembly and the UN Secretary-general, as well as the UN Charter and the UN Flag Code. In this regard, Korean and international peace organizations express their concerns in the letter to UN Secretary-General “seeking his position on the Use of the UN Flag by the “UN Command in Korea and Japan.”

The letter to the UN Secretary-General sent on Sep 30th, 2019, by the International Association of Democratic Lawyers (IADL), endorsed by more than 40 international as well as Korean peace organizations. Jeanne Mirer, esq., president of IADL, indicates that it is a severe violation of the founding spirit of the United Nations promoting peace that the United States has misused the UN name and made a camouflage organization as if “UN Command’ is a UN force.

Six of Korea’s representative civilian peace organizations organized by KIPF (Korea International Peace Forum) teamed up to form a Korea peace delegation during the UNGA period. They are visiting New York City from Korea in order to promote Korea peace issues at international community.

Mr. Kyungwan Ryu, head of the delegation remarks that the “UN Command” issue has become a controversial hot topic in Korea. Indeed, it is the “UN Command” which prohibited the long-desired project to reconnect South to North Korean railways and roads in pursuit of the 2018 April inter-Korean summit.”

International peace organizations urge that UN member countries pay attention to the “UN Command” matter in order to help resolve the “UN Command” problems damaging the legal authority and international order of the United Nations. Beginning with sending an letter to the UN Secretary-General, they intend to continue to make dedicated efforts at international level by revealing the “UN Command” is a camouflage created by the United States and demanding corrective actions.

The “UN Command” issue is becoming more and more noticeable news in Korea together with the return of the military operational rights from the U.S. to Republic of Korea which is scheduled in 2020.
