오준대사 UN 고별연설 감동

유엔의 명연설가 오준 유엔대표부 대사가 고별(告別) 연설에서 특유의 감성 메시지로 또한번 잔잔한 감동을 안겼다.

오준 대사는 30일 대북제재결의안이 채택된 유엔 안전보장이사회(안보리)에 비이사국으로 이례적인 발언기회를 얻어 유엔의 마지막 연설을 장식(裝飾) 했다.

대북결의안에 앞장선 미국의 서맨사 파워 대사와 이사국들에 감사를 표한 오 대사는 북한의 5차 핵실험이 지구촌 핵비핵화 체제에 심대한 위협이며 이번 결의안이 핵무기의 마지막 단계에 진입한 북한을 국제사회가 결코 용인(容認)하지 않는다는 것을 명확히 했다고 평가했다.

그는 “올해만 북한이 핵실험과 미사일발사로 2억달러를 쓰는 등 지금까지 개발비용이 10억달러가 넘는다”며 “이는 북한 주민 전체를 1년간 먹여살릴 수 있는 식량을 살 수 있다”고 강조했다.

이어 “사람에게 필요한 것은 무기가 아니라 식량이다. 북한이 핵무기대신 주민들의 생활을 위한다면 훨신 형편이 나아질 것이다. 그런 점에서 이번 결의안에서 사상 처음 북한주민의 복지와 존엄을 언급한 것을 환영한다”고 방점(傍點)을 찍었다.

그는 “결의안과 함께 인권에 관한 논의가 북한에 있는 우리의 형제 자매들이 더 나은 생활과 인간적 존엄에 기여하기를 희망한다”고 말했다.

이날 회의를 끝으로 귀국하는 오 대사는 “오늘은 제가 유엔 회의에 참석하는 마지막 날”이라며 “제가 떠나기전 결의안을 채택하게 된 것에 안도하면서도 이 문제의 해결을 보지 못하고 떠나는 것이 유감으로 생각한다”고 말했다.

북핵 문제를 지구촌 핵비확산체제의 다면적 문제라고 진단한 그는 지난 반세기동안 추구한 핵비확산체제의 지속여부가 달려 있다고 지적했다. 북한의 핵능력이 동북아지역의 전략적 균형에 영향을 주는만큼 관련 당사국들이 북핵에 맞서는 군사적 조치로 균형을 유지할지, 또다른 방법을 찾을지 고려해야한다는 것이다.

이어 한국인의 관점에서 본 비유 화법(比喩話法)으로 호소력 있는 메시지를 전달했다.

“한국인에게 이것은 ‘자기탐구(soul-searching)’의 문제입니다. 우리의 민족 정체성과 국토분단, 통일에 대한 국민적 열망이기도 합니다. 한반도 분단이 국가적 재앙이 돼서는 안됩니다. 우리는 TV에서 북한의 미사일 발사를 볼 때마다 집에서 형제가 총을 휘두르며 허공에 총을 쏘는 사이 자신의 아이들이 굶주림과 공포로 비명을 지르는 것과 같은 느낌을 갖습니다.”

오 대사는 “결의안에 명시된 비군사적 제재야말로 이 문제를 푸는 가장 좋은 방법이 될 것”이라며 “북한에 대한 충분한 압박은 핵무기를 결국 포기하도록 하고 핵 비핵화 체제와 국제 안보, 남북한이 대화와 협조를 하도록 작동할 것”이라고 희망을 이어나가며 지난 3년간의 협조와 지원에 사의를 표했다.

오준 대사는 지난 3년여간 유엔에서 특유의 비유법과 진솔한 연설로 감동과 많은 화제를 뿌렸다.

2014년 12월 북한인권 문제를 다룬 유엔 안전보장이사회에서 "대한민국 국민들에게 북한 주민들은 그냥 '아무나(anybodies)'가 아니다. 우리 국민 수백만의 가족이 북한에 살고 있기 때문이다. 먼 훗날 우리가 오늘을 되돌아볼 때 우리와 똑같이 인간다운 삶을 살 자격이 있는 북한 주민들을 위해 옳은 일을 했다고 말할 수 있기를 소망한다"는 연설로 큰 감동을 주었다. 당시 연설을 듣던 미국의 파워대사가 눈물을 글썽이는 장면도 화제를 모았다.

2015년 7월엔 유엔 경제사회이사회(ECOSOC) 의장 취임 연설에서 찰스 디킨스의 '두 도시 이야기(A Tale of Two Cities)'를 빗대 우리나라의 과거와 오늘을 비교함으로써 유엔의 과제가 인류가 지속가능한 환경에서 경제·사회적 발전을 이룰 수 있도록 지원한다는 것을 재치있게 표현해 큰 박수를 받았다.

또 지난 3월 안보리 연설에서 “같은 한민족의 한 사람으로서 북한의 위정자(爲政者)에게 말하고 싶은게 있다"며 ‘이제 그만 하세요(please stop it now.)’라고 깜짝 한국어를 말해 화제를 모으기도 했다.

노련한 직업외교관으로 맹활약하면서도 아마추어 수준을 넘어선 그림 솜씨와 유엔 최초의 록 밴드에서 드럼 주자로 활동하는 등 팔방미인의 면모를 보인 그는 내년 1월 38년간의 외교관 생활을 마무리하고 북한과 장애인 문제를 다루는 NGO(비정부기구) 활동가로 제2의 삶을 개척할 예정이다.

REMARKS BY AMBASSADOR OH JOON

PERMANENT REPRESENTATIVE OF THE REPUBLIC OF KOREA

IN THE UN SECURITY COUNCIL

New York, November 30, 2016

Thank you. Mr. President,

I would like to express my appreciation to you and the Senegalese presidency for convening today’s meeting and inviting my delegation to participate in this meeting.

The Republic of Korea welcomes the unanimous adoption of Security Council resolution 2321. I thank Ambassador Samantha Power and the US delegation for taking the initiative for this resolution as well as other members of the Council for supporting it.

The DPRK’s nuclear weapons program, with this latest or 5th nuclear test, has become the most serious threat to the global non-proliferation regime. It is posing an unprecedented challenge to the authority of the Security Council. The program seems to be nearing the final stage of weaponization, and Pyongyang makes no secret of its intention to acquire and use a nuclear arsenal. This is totally outrageous. By adopting the resolution today, the international community has once again made it clear that we will never tolerate the DPRK’s pursuit of WMDs.

My delegation supports the new resolution’s introduction of robust measures that complement and reinforce the existing sanctions regime. When implemented, they will significantly restrain the DPRK’s ability to carry on its WMD programs, by targeting the flow of hard currency, materials, equipment and technology they require.

This year alone, it is estimated that the DPRK has spent more than 200 million USD for nuclear tests and missile launches. It is also estimated that the total cost for their nuclear program so far must have surpassed 1 billion USD. This could have been used to buy one year’s worth of food for the entire North Korean population. People need to eat food, not weapons. For reasons defying any common sense, Pyongyang is paying a heavy price to gain a nuclear arsenal at the expense of its own people. If they had used those resources for people’s livelihood, the North Korean population’s hardship would have been much relieved.

In this vein, my delegation welcomes the fact that resolution 2321 takes a more holistic approach by addressing the North Korean people’s welfare and dignity, as shown in its operative paragraph 45, which is put in a DPRK sanctions resolution for the first time. We hope this resolution and the continuing discussion on human rights will contribute to helping our sisters and brothers in the North in their quest for a better life and human dignity.

Mr. President,

For me personally, this is my last participation in a UN meeting, as I have completed my term as Permanent Representative of the Republic of Korea and I am flying out tonight. I am relieved because this resolution was adopted before my departure, but I am also sorry for leaving without seeing a resolution of this issue.

This North Korean nuclear issue is a multi-faceted one. It is an issue of global nuclear non-proliferation. It is posing a question whether we will be able to maintain the nuclear non-proliferation regime that we have had for the last half a century. We will have to consider whether we will be able to stand up to the challenge posed to the regime, or whether we will have to stop it or we have to let it go.

It is also an issue of international security. In our region, as North Korea acquires nuclear capabilities, it has effects to the status quo in the strategic balance. The other countries in the region have to consider about how to restore the balance. Should they try to counter-balance it by matching the capability, or is there any other way of restoring the balance?

For South Koreans, it is also a question of soul-searching: soul-searching about our national identity, our national division and our national wish for unification. Korea’s national division should not become a national curse. When we watch the North Korean missile launches on TV, we feel as if a brother in the family is wielding a gun, shooting in the air, while his children are screaming for hunger and for fear.

All in all, I cannot think of a better way of solving this question than through non-military sanctions measures as we see in the resolution today. Applying enough pressure on DPRK so that it gives up the nuclear weapons will eventually work. It will work for the nuclear non-proliferation regime, it will work for international security, and it will work for two Koreas so that they can get over with this issue and go back to dialogue and cooperation.
